Frank is one of the founding members of the Gibbs Community Foundation. He and a number of African Americans realized the need to build a foundation. He is a writer in and the editor of The Gibbs Magazine

Educated at UC Berkeley, U.S.F., and The Union Institute and University in Cincinnati, Ohio.  He holds several degrees: BA, MA, and PhD. He is a public speaker, a teacher, and an administrator.


Dr. Valeau is the Chairman of the Board
He is an author, an administrator, and a noted educator and lecturer on Educational Models.

He holds  BA, MA, and Ed.D degrees from Southern University, Cal State Hayward, and UC Berkeley; he has been a teacher before becoming an administrator and president of a commuity college in Californa. He sits on a number of boards.
